Bayelsa Govt. Moves to ensure quality control on development projects


 The Bayelsa government on has said that it will henceforth strenghten the monitoring of contractors handling government's development projects to ensure quality control.

It further said that attitude of contractors bye-passing supervising ministries after securing contracts from the government will no longer be tolerated.

The Commissioner for Science and Technology and Manpower Development, Chief Blessing Izagara, stated this while addressing contractors handling Science and Technology related projects in Yenagoa.





Izagara expressed his ministry’s commitment to implementing government circular relating to channels for communication and contract routes in order to check substandard works from contractors.

He regretted that contractors’ attitude of shunning established channels of communication is undermining adequate supervision of contracts awarded to them.

The Commissioner also said that government will only continue to do business with contractors who stick to the terms of contracts and adhere to contract standards.

Responding on behalf of the contractors, Mr Toyin Ajayi, said they are committed to following government regulations and protocols guiding the contracts awarded to them.

 He apologized for every inconvenience the communication gap might have caused the ministry.

Ajayi who commended the Commissioner for the meeting , however called on the ministry to facilitate prompt payment at the agreed milestones to ensure a quick delivery of government projects.

In a related development, the e-Governance Bureau  and the Bayelsa State Employment and Expenditure for Results (SEEFOR) in a similar meeting were advised by Izagara to set up a project supervisory committe.

SEEFOR, is a world bank assisted programme intervening in some development projects in the Niger Delta region.

Izagara advised that the supervisory committee should be comprised of professionals with representatives from both agencies and the Ministry of

Science and Technology to ensure collaboration in project execution.

Izagara said the meeting was a follow-up to the meeting he earlier held with contractors by-passing the ministry after securing contracts from the government.

Responding, the SEEFOR Coordinator, Mr Ayens Adogu expressed gratitude to the ministry for providing clarifications    on dark areas on the ongoing project outside the ministry.

Adogu called on the ministry to continually support and work hand in hand with them for good results.

Present at the meetings were the Permanent Secretary of the Ministry, Chief Buomonyo Amakiri and other Heads of Departments.
